Edomex activated an emergency declaration in Neza and La Paz almost a month after the floods.

TOLUCA, Edomex., (apro) .- Almost a month after the flood that affected 13,984 homes and 48,460 inhabitants of Nezahualcóyotl and Los Reyes La Paz, the Government of the State of Mexico issued the emergency declaration that activates resources from the Trust Fund for Natural Disasters and Environmental and Anthropogenic Accidents (FIDESAAEM) to address the damages.
The agreement, published in the Government Gazette on October 22 and effective the following day (the rains that caused the flooding occurred on September 27), instructs the Ministry of Finance to make the necessary transfers and arrangements to enable the relevant agencies to have the resources to address the emergency immediately and to continue the necessary recovery efforts until the emergency subsides.
It also requires the Chief Officer to take steps to carry out the procurement and contracting processes for goods and services necessary to address the emergency, and any other services needed elsewhere to mitigate and remedy the impacts of the season's disruptive phenomena.
It establishes that the exercise of resources must be carried out in coordination with the head of the office and the administrative units of the General Coordination of Civil Protection and Comprehensive Risk Management, in accordance with the corresponding Operating Rules, the determinations of the respective Technical Committee, and the applicable legal provisions.
The State Government has assured that it has maintained constant attention in the affected area, thereby managing to remedy the impacts on the population and significantly mitigate the negative effects. However, the needs and the prolongation of the emergency have required the provision of human, material, and financial resources that exceed the operational and financial capacity normally budgeted by state agencies and entities.
To ensure sufficient resources and specific actions to address the emergency efficiently and comprehensively, the Ministry of Finance (FIDESAAEM) was activated through the corresponding emergency declaration. This Trust, assigned number 19742, was established by the Government of the State of Mexico and Banco del Bajío, SA, on August 23, 2024.
During the last six-year PRI administrations, 100 million pesos were injected into this Trust Fund each year; however, during the last two years of Morena's government, the amount has not been specified in the corresponding expenditure budgets, nor is it specified in the agreement.
The declaration also instructs the General Secretariat of Government, through the General Coordination of Civil Protection and Comprehensive Risk Management, to coordinate with the relevant agencies and auxiliary organizations emergency relief and assistance actions for immediate, timely response and recovery, enabling affected municipalities, and those experiencing similar disruptive phenomena, to protect the lives of their residents and their property and to guarantee the functioning of essential community services.
To this end, actions may be considered, including but not limited to, the provision of specialized equipment to address and resolve the situation, the provision of emergency relief supplies and assistance, including those necessary for the immediate well-being of the population, and measures to support the partial or total recovery of damage to affected infrastructure and furnishings until the emergency subsides.
It also specifies that upon completion of the accident assessment, appropriate safety measures will be implemented.
According to the declaration, the affected neighborhoods were Valle los Reyes, Acaquilpan, Valle de los Pinos, Floresta, Tepozanes, and Zona Centro los Reyes in the municipality of La Paz; and in the municipality of Nezahualcóyotl: Loma Bonita, Santa Martha, Evolución, Ampliación General José Vicente Villada, Metropolitana, Las Águilas, and Benito Juárez.
